From June 1 to June 5, 2026, Rabat is hosting the ANCA-CERT Executive Cybersecurity Leadership Program, a landmark continental summit dedicated to Africa’s digital sovereignty. The event is organized with the support of the Directorate General of Information Systems Security (DGSSI), the operational arm of the African Network of National Cybersecurity Authorities (ANCA).
At the opening ceremony, several high-level officials delivered keynote remarks:
- Brigadier General Abdellah Boutrig, Vice-President of ANCA and Director General of the DGSSI, reaffirmed Morocco’s commitment to strengthening collective security infrastructures and advancing specialist skills to consolidate Africa’s cyber resilience.
- Ambassador Mohamed Methqal, Director General of the Moroccan Agency for International Cooperation (AMCI), emphasized that digital transition and the protection of Africa’s shared digital borders remain a top priority within Morocco’s South-South cooperation programs.
Representing Liberia, H.E. Joseph F. Johnson**, Ambassador to the Kingdom of Morocco, attended the ceremony, underscoring Liberia’s active role in this strategic initiative. His participation stems from bilateral discussions held in December 2025 with General Boutrig, which focused on intelligence sharing, vulnerability assessments, and the establishment of structural support mechanisms.
A Critical Context for Africa
African organizations face an average of 3,153 cyberattacks per week, a figure 60% higher than the global average. Cybercrime drains an estimated $10 billion annually from the continent.
In response, the ANCA-CERT program is structured around five strategic pillars aligned with the International Telecommunication Union’s Global Cybersecurity Index:

- Regional and International Cooperation

With a score of 97.5/100 on the Global Cybersecurity Index, Rabat stands as a Tier 1 cyber hub, offering a cutting-edge environment for training African decision-makers to confront borderless digital threats.
Liberia’s Role
Liberia’s presence at this summit highlights its commitment to strengthening national cyber defenses and contributing to the creation of a resilient, integrated, and secure African cyber ecosystem. Thanks to the invitation extended by the DGSSI and AMCI, Liberian cybersecurity authorities now hold a central position in shaping Africa’s collective digital future.
