Liberia and Morocco sign landmark MoU on Police Cooperation

Monrovia/Rabat, May 18, 2026 – The Embassy of Liberia in Morocco proudly announces the signing of a historic Memorandum of Understanding (MoU) between the Liberia National Police (LNP) and Morocco’s General Directorate of National Security (DGSN), establishing a robust framework for bilateral police cooperation and operational partnership.

The agreement was signed by Hon. Gregory O.W. Coleman, Inspector General of the Liberia National Police, and Abdellatif Hammouchi, Director General of the DGSN.

Guided by a shared vision of pan-African solidarity, the MoU builds a strategic bridge to confront evolving threats such as transnational organized crime, cybersecurity breaches, and international terrorism.

Key Areas of Cooperation

  • Strengthened coordination and specialized data exchange to disrupt networks tied to terrorism, narcotics trafficking, human smuggling, weapons proliferation, and money laundering.
  • Joint training in integrated border post management (land, air, and sea), biometric controls, high-risk tactical interventions, and crowd management for major public events.
  • Mutual technical assistance in forensic analysis, crime scene management, and digital identification.
  • Co-development of specialized training programs on the use of Unmanned Aerial Vehicles (UAVs/drones) for urban monitoring, search and rescue, and crime prevention.

To ensure seamless implementation, the MoU mandates the immediate creation of a Joint Ad-hoc Cooperation Committee, tasked with developing action plans and establishing a secure communication link between Monrovia and Rabat for real-time intelligence sharing.

This landmark agreement underscores Liberia and Morocco’s mutual commitment to strengthening law enforcement frameworks and advancing regional security cooperation.
