Rabat, Morocco – March 30, 2026 – The Embassy of the Republic of Liberia in the Kingdom of Morocco is pleased to share an important milestone in the growing partnership between our two nations.
A distinguished delegation from the Liberian National Police, led by Inspector General Hon. Gregory O.W. Coleman, was officially received in Rabat by Mr. Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance (DGSN-DGST). The delegation also included His Excellency Joseph F. Johnson, Ambassador Extraordinary and Plenipotentiary of Liberia to Morocco, and Deputy Inspector General Nelson Freeman.
This high-level meeting reflects the shared vision of Liberia and Morocco to strengthen cooperation in the field of security and institutional development.
Building a shared vision for stability
Discussions highlighted Liberia’s commitment to adopting international best practices and to learning from Morocco’s globally recognized expertise in counter-terrorism, intelligence sharing, and modern policing. By drawing on Morocco’s experience, Liberia aims to enhance the operational efficiency of its domestic security institutions and contribute to regional stability.
This engagement builds directly upon the bilateral agreement signed in Laayoune on January 25, 2025, which laid the foundation for stronger South-South cooperation.
Toward a Formal Framework
Both parties agreed to draft a Memorandum of Understanding (MoU) that will serve as a framework for future collaboration. The MoU will cover specialized training, technical exchanges, and joint security initiatives.
The signing ceremony is scheduled for May 2026 in Rabat, coinciding with the 70th Anniversary of the DGSN. This symbolic date underscores the depth of the diplomatic and security partnership between Monrovia and Rabat.

His Excellency Ambassador Joseph F. Johnson emphasized that this cooperation represents a vital pillar of Liberia’s diplomatic mission in Morocco. It reflects Liberia’s broader vision of regional integration and the professionalization of state institutions.
