Embassy Staff Participating In Professional Development And Diplomatic Training

As part of its newly launched professional development initiative, the Embassy of the Republic of Liberia in Rabat organized a training session led by Ms. Dorothy Doedee Kumeh, Third Secretary, on the topic: “Diplomatic Privileges, Immunities, and Mission Integrity.”

The engaging and informative session explored key aspects of modern diplomatic practice, including:

  • The historical evolution of diplomatic law, from customary practices to the landmark 1961 Vienna Convention on Diplomatic Relations;
  • The principle of functional necessity, emphasizing that diplomatic privileges and immunities exist to enable the effective performance of official duties rather than to serve personal interests;
  • The balance between immunity and accountability, with particular attention to host-country laws, waiver mechanisms, and the role of the Protocol Directorate of Morocco’s Ministry of Foreign Affairs;
  • Contemporary challenges facing diplomatic missions, including digital communication security, cybersecurity, and the preservation of mission integrity in the digital age.

According to H.E. Joseph F. Johnson, Ambassador of Liberia to the Kingdom of Morocco, the training program was introduced to provide both junior and experienced diplomats with opportunities to enhance their knowledge and refresh their understanding of key diplomatic principles and practices.

The Ambassador noted that these professional development sessions will be held on the last Friday of each month, with each session focusing on a different diplomatic topic and led by a member of the Embassy’s diplomatic staff.

The next training session is scheduled for September 25, 2026, and will be facilitated by Ms. Sandy F. Cummings, First Secretary and Consul, on the topic: “Safeguarding Liberia’s Sovereign Image, Professional Conduct, Ethics, and Institutional Integrity.”

Ambassador Johnson reaffirmed his commitment to maintaining the highest standards of professionalism, transparency, and adherence to international law as Liberia continues to strengthen its presence on the global stage, including during its tenure as a Non-Permanent Member of the United Nations Security Council for the 2026-2027 term.
