Embassy Of Liberia Conducts Second Diplomatic Training And Refresher Session To Strengthen Professional Excellence

As part of its unwavering commitment to institutional integrity, professional excellence, and effective diplomatic representation, the Embassy of the Republic of Liberia in the Kingdom of Morocco successfully conducted the second session of its monthly Diplomatic Training and Refresher Program on Friday, September 25, 2026.

The initiative reflects the Embassy’s ongoing efforts to strengthen the capacity of its diplomatic personnel while reinforcing the values and standards that underpin Liberia’s foreign service.

Focusing on Professional Conduct and Institutional Integrity

The training session was delivered by Sandy Fartoma Cummings, First Secretary Consul, who presented on the theme:

“Safeguarding Liberia’s Sovereign Image: Professional Conduct, Ethics, and Institutional Integrity.”

The presentation examined key areas critical to the effective functioning of a modern diplomatic mission and the preservation of Liberia’s international reputation. Participants engaged in discussions on the implementation of the Liberian Code of Conduct (2014), integrity in passport issuance, sound financial management in accordance with the Public Financial Management (PFM) Act, digital diplomacy, anti-money laundering measures, and the importance of maintaining respectful and constructive relations with the host state.

The session served as an important platform for reaffirming the principles of accountability, transparency, professionalism, and ethical leadership that guide Liberia’s diplomatic engagements abroad.

Promoting a Culture of Continuous Learning

The training was attended by the Embassy’s diplomatic leadership and staff, including Joseph F. Johnson, Ambassador Extraordinary and Plenipotentiary; Philip T. Soclo, Deputy Chief of Mission; Charles B. Blake, Commercial Counselor; Sandy Fartoma Cummings, First Secretary Consul; Dorothy D. Kumeh, Third Secretary; and Leo Allison, Protocol Officer.

Following the presentation, Joseph F. Johnson commended Mrs. Cummings for delivering an insightful and well-structured presentation. He emphasized the importance of continuous professional development within the diplomatic service and encouraged all staff members to view the program as an opportunity to expand their knowledge, strengthen their competencies, and enhance their service to the Republic of Liberia.

Institutionalizing Professional Development

In his remarks, Ambassador Johnson announced that continuous professional development sessions will become a regular feature of the Embassy’s internal capacity-building agenda. Under this framework, a member of the diplomatic team will deliver a presentation on a relevant diplomatic, governance, or public service topic on the last Friday of each month.

This initiative is designed to foster a culture of learning, encourage knowledge sharing, and ensure that Embassy personnel remain informed about evolving diplomatic practices and governance standards.

Strengthening Liberia’s Presence Abroad

As Liberia continues to deepen its engagement with international partners, the role of diplomatic missions in upholding the nation’s image and advancing its interests remains paramount. The Embassy of Liberia in Rabat recognizes that professionalism, ethical conduct, and institutional accountability are essential pillars of effective diplomacy.
