Liberia And Burkina Faso Deepen Strategic Relations In Rabat

On March 24, 2026, a significant diplomatic meeting took place at the Burkinabé Chancery in Rabat between His Excellency Joseph F. Johnson, Ambassador of the Republic of Liberia to the Kingdom of Morocco, and His Excellency Mamadou Coulibaly, Ambassador of Burkina Faso to Morocco.

This high-level courtesy visit focused on strengthening bilateral ties, advancing regional security, and promoting South-South cooperation within the African diplomatic community based in Rabat.

Fraternal greetings and shared appreciation

Ambassador Johnson conveyed warm greetings from President Joseph Nyuma Boakai of Liberia to President Ibrahim Traoré of Burkina Faso, expressing gratitude for the cordial reception. He emphasized that this meeting builds upon his recent presentation of Letters of Credence to His Majesty King Mohammed VI.

Both diplomats expressed appreciation to the Moroccan government for providing a strategic and welcoming environment that enables African missions to pursue national interests while fostering regional integration.

Liberia’s ARREST agenda and Burkina Faso’s initiatives

A central theme of the discussion was Liberia’s strategic development framework, An Agenda for Reform for Inclusive Development (ARREST). Ambassador Johnson outlined its six pillars—Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism—highlighting opportunities for trade coordination between Monrovia and Ouagadougou through Rabat’s diplomatic and commercial hub.

Ambassador Coulibaly, in turn, presented Burkina Faso’s Presidential Initiatives, which aim to achieve food self-sufficiency within two years and integrate 100,000 young people annually into the workforce.

Landmark collaboration in cybersecurity diplomacy

Recognizing modern challenges in the sub-region, the Ambassadors proposed a pioneering collaboration in cybersecurity:

  • Joint Defense: Building on Burkina Faso’s ratification of the Malabo Convention, they discussed protecting critical infrastructure from non-state actors.
  • Technical Synergy: Ambassador Johnson will initiate a request to Morocco’s DGSSI to organize joint training sessions for Liberian and Burkinabé cybersecurity experts.
  • Health Security: They also proposed regional health cooperation to strengthen disease surveillance and technical knowledge sharing, leveraging Burkina Faso’s international health agreements.

Shared principles and regional vision

The Ambassadors reaffirmed their commitment to humility and knowledge sharing, recognizing each nation’s unique strengths—from Liberia’s diamond reserves to Burkina Faso’s gold sector.

Ambassador Coulibaly emphasized Burkina Faso’s “Progressive Popular Revolution,” rooted in sovereignty and self-reliance, while highlighting the country’s active role in the Alliance of Sahel States (AES). He praised the Royal Initiative for the Sahel, which provides landlocked nations with vital access to the Atlantic.

Finally, Ambassador Coulibaly expressed the high regard in which Burkina Faso’s leadership holds President Boakai, voicing optimism for Liberia’s continued leadership in international affairs.
